Richard Stirling

Richard Stirling is well-known for his deep knowledge of fiscal matters and Head Start. For the past two years, Mr. Stirling has consulted to the federal Head Start Monitoring Support contract, which analyzes and produces Head Start monitoring reports. Prior to working as a consultant, Richard served for many years as a federal employee in the Region I Head Start office. Throughout his federal career, he played a pivotal role in Head Start, first—in the 1970s—as a chief for Head Start program operations, and in later years, as an assistant regional administrator in the Office of Financial Operations. He was a frequent and much sought after presenter at Head Start regional conferences. His practical and wise advice on many fiscal and programmatic matters has inspired directors and financial managers for decades.
